Federico Schaffler Biography

Dr. W. Federico Schaffler is the Director of the Texas Center for Border Economic and Enterprise Development at Texas A&M International University. He has a Ph.D. in Public Policy (2014) from the Tecnologico de Monterrey, a MAIS (1993) from TAMIU (Sociology, history and political science), and a Bachelor’s degree in Communication Sciences from Universidad Valle del Bravo (1983) in Nuevo Laredo.
In 2011 he was designated “Emeritus Creator of Tamaulipas” in recognition of his accomplishments as a writer, editor, promoter and literary workshop director since 1983.
He has published 33 books: 10 collections of his own science fiction stories; 14 non-fiction (historical and international trade research; essays and chronicle) and has also edited 9 anthologies of Mexican science fiction stories.
In 1990-1991 he was a fellow of the prestigious “Centro Mexicano de Escritores”, beign the only writer from the State of Tamaulipas in the 50+ years of history of the Mexican Center for Writers.
Since 1978 he has published hundreds of articles and stories in local, regional, and national newspapers, magazines and books. His stories have been translated to English, Portuguese, and French. He edited and published “Sinergia Aduanera” the official magazine of the Nuevo Laredo Custom Brokers Association from 1999 to 2010, and “Umbrales: Literatura Fantastica de Mexico” from 1992 to 2000.
From August 2012 to January of 2015 he was General Director of the Instituto Interamericano de Fronteras y Aduanas, the professional training institute of the Mexican National Federation of Custom Brokers (CAAAREM) as well as advisor in matters of institutional communication, historical research, and public policy to several of its Presidents (2003-2007 and 2011-2015).
He has been a public servant in Mexico, at the local and state level: in Nuevo Laredo in three different city governments (1984-86, 1996-98 and 2008-10), serving respectively as Social Communications Director, Director of Education and Culture, and Secretary of Human and Social Development.
At the state level he served as Director of Cultural Promotion (1993), and Official Chronicler of the State of Tamaulipas (1998-1999).
He has also been an advisor to the Mayors of Nuevo Laredo, and Matamoros, Tamaulipas, as well as for Tamaulipas State and Federal Representatives from both of those districts, mostly in the development of their campaign platforms, public policy implementations, and local or regional development programs, as well as for their official annual reports to their respective constituencies.
He also has been involved in the creation of several NGO’s in Nuevo Laredo, among them Cultura Fronteriza, Esfera Ciudadana, Tu Cuerpo Da Vida, and Quiere a Nuevo Laredo.
